Kazakhstani NGOs have prepared and submitted their comments to the recommendations made to Kazakhstan in the framework of the Universal Periodic Review

“Not done”, “no progress”, “partially implemented”, “formally executed” – basically the comments left by Kazakhstani NGOs to the UN Council on Human Rights in respect of the recommendations made to Kazakhstan in the consideration of the Universal Periodic Review.

The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all 192 UN Member States once every four years. The UPR is a State-driven process, under the auspices of the Human Rights Council (where Kazakhstan entered since November 12, 2012 – remark by editorial office of Bureau.kz), which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations. As one of the main features of the Council, the UPR is designed to ensure equal treatment for every country when their human rights situations are assessed, says the UN internet-site.

Their vision for the implementation of the recommendations to the state under the Universal Periodic Review presented the Kazakhstan NGO Coalition for UPR (Kazakhstan International Bureau for Human Rights, Charter for Human Rights, Legal Policy Research Centre (LPRC); International Foundation for Protection of Freedom of Speech “Adil Soz”, the Public Foundation “International Legal Initiative “, Feminist League, Children’s Fund of Kazakhstan; Union of Crisis centers of Kazakhstan, Public Foundation “Aman Saulyk”; Sezym Sana Foundation, Parliamentary development in Kazakhstan, Public Organization “Namys”, independent experts).

“Your organisation has contributed to the process by sending a submission for consideration to the Office of the High Commissioner for Human Rights (OHCHR) ” – it is said by Geneva-based non-governmental organization “UPR-Info”, having special consultative status at the Economic and Social Council of the UN, who assumed the role of moderator between the NGO sector and the Human Rights Council.

February 12, 2010 had place a regular review of the Universal Periodic Review (UPR), submitted by the Republic of Kazakhstan.

Then Kazakhstan took 121 recommendations of the Human Rights Council, rejecting seven (the recommendations proposed by Kazakhstan you can see HERE)

The next date for the submission of their visions for implementations of the Universal Periodic Review – October 2014. So time to improve the situation in Kazakhstan is still there, although in the end it so often lacks.
