Torture and ill-treatment in Central Asia (OSCE Human Dimension Implementation Meeting)

Torture and ill-treatment continue to be widely used in all five Central Asian states. Statistics testify to this: in Kazakhstan the Prosecutor General’s Office reported 98 cases filed under criminal proceedings for the crime of torture from January to August 2018.

Calling for an End to Torture in Central Asia on International Anti-Torture Day

On 26 June, the International Day in Support of Victims of Torture, the Coalitions against Torture in Kazakhstan, Kyrgyzstan and Tajikistan as well as the Association for Human Rights in Central Asia, the Turkmen Initiative for Human Rights and International Partnership for Human Rights are calling on the authorities of all five Central Asian countries to prevent torture, punish the perpetrators and provide reparation including compensation to the victims.

Detainees in Central Asia frequently subjected to electric shock, suffocation, rape and beatings

In Central Asia victims of torture are often afraid to lodge complaints for fear of reprisals and not all dare to seek help from human rights groups. Since the beginning of 2015, the NGO coalitions against torture in Kazakhstan, Kyrgyzstan and Tajikistan have registered 45, 98 and 20 new cases of torture and other ill-treatment, respectively.

Kazakhstan: Briefing paper on torture and other ill-treatment

In recent years the authorities of Kazakhstan have made progress in their fight against torture. However, in November 2014 the United Nations (UN) Committee against Torture raised concern about persistent allegations of torture and ill-treatment and deplored ongoing impunity. Continued international attention and political will of the Kazakhstani authorities are needed to achieve lasting results.

Thanks to the Committee against Torture Rasim Bayramov from Kazakhstan was awarded compensation for torture

Police officers tortured Rasim Bayramov in 2008. Domestic complaint mechanisms in Kazakhstan proved ineffective, but he did not give up. Thanks to a decision of the United Nations Committee against Torture (CAT), a court in Kazakhstan ruled in December 2014 that he be given compensation for moral damages suffered as a result of torture.
