Newspaper «Slovo Naroda» was charged with violation of periodicity of publishing of edition

On November 21, 2013 an owner of monthly newspaper «Slovo Naroda» has received protocol of administrative offence under article 342 p.4 «Violation of periodicity of publishing of edition» of Code of Administrative Offences of the Republic of Kazakhstan in Akimat (District Administration) of Almaty. It did not publish the newspaper for September. However, newspaper’ worker Rozlana Taukina explained the following. On August 16, 2013 a owner of newspaper”Slovo Naroda” notified all necessary instances (in particularly, Ministry of Culture and Information, Book Chamber of the Republic of Kazakhstan), that in accordance with decision of the staff and owner, publishing of edition would be suspended during three months, till December of 2013. In fact, editorial staff has suspended its activity during month, they published newspaper for October and November. But, representatives of Akimat (District Administration) and Ministry of Culture and Information said, that they did not receive these letters-notifications.

In Rozlana Taukina’s opinion in the ministry, obviously or intentionally lost letters, in order to forbid publication of newspaper «Slovo Naroda» under a specious excuse. Editorial staff had confirmation of all mail recipients, who received letters-notifications. Except for it, a worker of Book Chamber after receiving of newspaper notification called to the editorial office and ascertain data.

According to protocol of Department of Internal Policy of City Akimat (District Administration) in Specialized Interdistrict Court of Almaty trial was set on November 21, 2013. So editorial staff was informed about it, just when as trial should be launched. The trial was adjourned on November 22, 2013 at 11.00 a.m.
