Kazakhstan: Fourth Karakalpak Activist Released Amid Rising Pressure Against Deportations

Under mounting international pressure, a fourth Karakalpak detainee has been released from detention in Kazakhstan. This follows the earlier releases of three other detainees who, like the latest individual, were all Karakalpak activists.

Deportation to Uzbekistan and Its Implications

The detainees were under threat of deportation to Uzbekistan, where they could face severe penalties, including lengthy prison sentences. Accused of encroaching on the constitutional order of Uzbekistan and producing materials threatening public security, the activists have been caught in a tense legal battle. Two of the detainees saw their requests for asylum in Kazakhstan denied and are currently appealing to the Supreme Court.

Historical Context: The Situation in Karakalpakstan

These recent developments cannot be fully understood without delving into the background of the situation in Karakalpakstan. In the past, proposed constitutional changes, which could have possibly aided the Karakalpak cause, were shelved. Instead, a crackdown on Karakalpak activists in Uzbekistan followed, leading to a climate of fear and uncertainty within the Karakalpak community.

Reports of Torture in Kazakhstan

Further exacerbating the situation is the concerning human rights record in Kazakhstan. A report by the Coalition Against Torture revealed that, as of May 17, 2022, 164 reports of torture and other forms of ill-treatment have been recorded in the country. The events in early January 2022, which led to mass protests and a violent government crackdown, saw a significant surge in reports of torture and ill-treatment. Security forces, including police and military personnel, were reportedly involved in the torture of detainees, employing methods such as beatings, electric shocks, suffocation, sexual violence, and psychological abuse.

The international community, including the United Nations and human rights organizations, has called on the Kazakh government to take immediate action. They demand thorough investigations into all reports of torture, the holding of perpetrators accountable, and reparations for victims. However, the lack of accountability so far raises serious concerns about the human rights situation in the country.
