The people of Kazakhstan still have to follow the norms of the law “On the Procedure for Organizing and Holding Peaceful Meetings, Rallies, Pickets, and Demonstrations in the Republic of Kazakhstan” of 1995, which does not correspond to the International Covenant on Civil and Political Rights or the tide of time. Moreover, the executive authorities are guided by the “recommendations” of the local regional administrations, which defined in each area a specific place for sending “civic needs”, which they perceive as an obligatory requirement. Various local and international human rights organizations and human rights bodies of the United Nations have repeatedly appealed to the authorities of the RK to review the law on peaceful assemblies.
